Vote of No Confidence For CB 8 Chairman

Riverdale Report
By Robert Press

BRONX, NEW YORK, October 17- It appears that current Community Board # 8 Chairman Robert Fanuzzi has lost not only control of CB 8, but also the support of a majority of the boards members.

During the Economic Development Committee, report an issue came up about the proposed street festival on Riverdale Avenue for the date of December 2nd. In discussing the festival the head of the committee made a motion for the approval and support of the full board of the street festival. An issue of an amendment to the motion came up where as the chairman of the board Mr. Fanuzzi ruled that the amendment was out of order. The ruling was then challenged by the Chair of the Law and Ethics Committee and put to a vote of the full board. The result of the full board vote was that the members voted to overrule Chairman Fanuzzi on his ruling, and things went downhill again for the second straight month. CB 8 Chairman Fanuzzi refused to recognize several board members and ruled them out of order when they tried to speak. Fanuzzi however did recognize one member who then made a motion to table the whole matter, which passed.

Chairman Fanuzzi also allowed that same member to continue on with a tirade on another member without attempting to stop it or rule it out of order until the tirade was over.

In doing some research the Street Activity Permit process has changed as of December 2011, and apparently Fanuzzi was trying to push something through that he knew or should have known was wrong. In the past 125 signatures from the neighborhood had to be collected to show support for an event, and then the community board chair or District Manager could just sign off on these street permits. The permit process now needs review by the full community board. One would have to assume that since over 125 signatures were collected and presented at the Economic Development Committee meeting. CB 8 Chairman Fanuzzi must have wanted to keep this quiet since the Kingsbridge Riverdale Van Cortlandt Development Corporation was involved in the application process, and announced 11th City Council candidate Cliff Stanton is the Treasurer of KRVDC. Since Riverdale Avenue is a major street and emergency route this should have been taken up in the Traffic and Transportation Committee.

This was the case last month when CB 8 Chairman Fanuzzi had appointed a Youth Committee Chair over the summer that was struck down when it finally became known that the agreement between Community Board 8 and the Department of Youth Services became voided in 1996 (over 12 years ago) when the Department of Youth Services was merged into the Department of Youth and Community Development that also deals with matters other than just youth issues. Fanuzzi had the board appoint a special committee of four members of his choosing (which included himself) to come up with an interim youth committee and by-law change.

Also made know by the Treasurer of Community Board 8 was the fact that Mayor Bloomberg’s proposed first round of budget cuts would leave CB 8 in a defect of several thousands of dollars over the allocations of two of the three council members who cover CB 8. With the budget cuts to other areas in their districts these two council members may also have to stop their generosity to CB 8. Several years ago, CB 8 had to let go of one of its excellent staffers in a budget cut since the current District Manager of CB 8 was hired at one of (if not the) highest pay scales in the city. The previous DM worked part time hours with additional staff members, and CB 8 may be forced to let go or cut back on the two remaining staff members or the District Manager of the board.

5th Annual LDA Award Dinner

100 PERCENT
By Robert Press

BRONX, NEW YORK, October 17- Our friends at the Liberty Democratic Association held their 5th Annual Award Dinner last Thursday, and they were up against some real tough competition that night.

Not only were there many local community meetings, a Vice-Presidential debate, and Yankee playoff game that same night, but the LDA dinner was still a huge success. Elected officials in attendance included Bronx Borough President Ruben Diaz Jr., New York City Comptroller John Liu, Bronx Democratic County Leader Assemblyman Carl E. Heastie 83 A.D., BDCC Chairman Assemblyman Jeffrey Dinowitz 81A.D., Naomi Rivera currently of the 80 A.D., Luis Sepulveda of the new 87 A.D., State Senator Jeff Klein, Councilman Jimmy Vacca, Mr. Andrew Cohen (the new Vice-Chair of the Bronx Democratic County Committee and rumored candidate for the term limited 11th City Council seat), Bronx D.A. Robert Johnson and Public Advocate candidate Brooklyn Councilwoman Lettica James. You can go to my blog at www.100percentbronx.blogspot.com to see photos of the LDA dinner including one of Bronx County Leader Heastie's wonderful three year old daughter Taylor who came with him.

Mr. Richard Torres President of the LDA said that the LDA had scheduled the dinner way in advance of the Vice-Presidential debate and Yankee playoff game. The six awards were handed out by various executive members of the LDA, and it was good to see former State Committeewoman Diane Cerino at the dinner to present one of the awards. Missing however was the winner of the 80th A.D. Democratic Primary Mr. Mark Gjonaj. Current 80th A.D. Assemblywoman Naomi Rivera gave a farewell speech to the audience, and I reminded her that she was still on the November ballot as the candidate of the Working Families Party. Even though the winner of the Democratic Primary goes on to win the general election in November, she replied that I was right and no one knows what might happen in politics. When I then asked Naomi Rivera if she would be running for her term limited brother Joel Rivera's 15th Council District seat next year, she replied by chastising the media and said that she would continue to be in the community working on womens issues and raising her son. However Naomi Rivera did not say no to running for her brother’s open seat next year.

We told you at the start of the “Pedro Espada inquisition” that he could be found guilty of tax evasion. Last week the former state senator pleaded guilty to charges of tax evasion. Pedro G. Espada the son of the former state senator was allowed to plead to lesser charges, while his father should know his fate on February 22nd. Pedro Espada Jr. now faces up to 7 years in jail and restitution of up to two million dollars he allegedly defrauded.

Gunman commits suicide as cops swarm

By David Greene

BRONX, NEW YORK, October 17- The man suspected of gunning down his estranged wife and her lover in a motel parking lot committed suicide in Florida on Tuesday.

According to published reports, 42-year-old Joseph Kernizan  killed himself as law enforcement officials cornered him in a Miami residence. The man suspected of gunning down two people at the Holiday Motel outside Co-op City reportedly opened fire on officers as they approached the residence. Cops sent a robot into the room armed with a video camera and saw that Kernizan suffering a self-inflicted gunshot wound.

Cops recovered a handgun and two fully loaded AK-47 assault rifles.

Kernizan was holed up in his friend’s residence when cops swarmed. Authorities had turned their attention to Florida after receiving tips generated from the intense media coverage of the shooting.

The suicide capped off a manhunt for Kernizan following the double homicide.

Officers from the 47th Precinct were called to the Holiday Motel, located at 2291 New England Thruway, at 3:13 a.m., on Saturday, October 13, and discovered the victims lying in the parking lot. Sources say both victims were shot in the head and died at the scene.

Bronx homicide detectives would soon identify the victims as Tracy Bennett, 38, of Elmont, NY., and Wayne Hamilton, 50, of Milwaukee, WI. Hamilton a popular reggae singer who performed under the stage name, "Captain Barkey," was also reported to have been shot in the back.

Witnesses stated that after shooting Hamilton, Bennett begged her assailant not to shoot her--when the gunman reportedly shot her twice and sped away in a vehicle.

Bennett and Hamilton reportedly met at an E. Gun Hill Road watering-hole the night before and were exiting the motel when the shooting took place.

The following day the NYPD would release a police mug shot of the suspected shooter, identified as music producer Joseph Kernizan, 42, an ex-boyfriend of Bennett's, who reportedly had a restraining order against Kernizan.

Hamilton reportedly taunted his alleged killer in a 2010 song titled, "Nah Lef Joe," where he sang about Bennett's relationship with Kernizan.
